Statement and recommendations on plans for establishing new landscapes at Lakseberget and Telenor beach at Fornebu

Summary

The municipality of Bærum has assembled an interdisciplinary forum to study its plans for mass fillings as nature-enhancing measures at two sites in the shoreline area, i.e. the Lysakerfjord at Fornebu and Lakseberget in Sandvika. Re-establishing landscape qualities by reusing masses in the sea and in fresh water has great potential as nature improvement measures in areas that need such measures, if done properly and if geography, topography and ground conditions are suitable for such a solution. The Municipality of Bærum has conducted thorough investigations of the sites and has commissioned reports for several relevant research topics. The forum's assessments are made on the basis of this material in addition to the members' prior knowledge of the sites and knowledge of methods for nature improvement measures. In the assessments, the forum emphasized the location, design and implementation of the proposed nature-enhancing measures, and with the purpose of the Nature Diversity Act in focus of its assessment. The main conclusion for the plans for the two sites is: “Friluftsøya” in Lysakerfjord Based on the knowledge of the forum, there is no need for a nature-enhancing measure in the area as the site appears intact. The plans involve a large, irreversible intervention in a unique area, with great biological, geological and landscape values, which in addition enriches the place as an outdoor recreation area. Our recommendation is therefore to find an alternative site that needs repair / nature improvement measures, either in the municipality or in one of the neighboring municipalities. Lakseberget This site is already disturbed and heavily modified. Lakseberget needs repairing and could benefit from a nature-enhancing measure. It will therefore be a win-win situation for the municipality to be able to use locally produced surplus masses to create a new outdoor recreation area and new biotope-enhancing landscapes here. In addition to evaluating the two sites, the forum provides some general recommendations and advice on how mass fillings can help promote natural values and biodiversity. We also describe some of the opportunities to create added values from such measures in the form of comprehensive land use planning and facilitation for outdoor activities, boating and communication.
