About the project

The overall objective of the project is to contribute to the conservation of biodiversity, the reduction of pollution and the transition to a climate-neutral blue economy in line with EU’s "Restore Our Ocean and Waters by 2030" and the European Green Deal.

The project marks a new phase in the EU's Horizon Europe program, where Blue Action funding will shift the focus from research and pilot projects to the scaling up of solutions through community-led initiatives. 

Through Community-led Action Grants and Transition Agenda Grants, BlueAction Arctic and Atlantic (BAAA) will fund community-based projects and initiatives that can implement innovative solutions that

  • Reduce pollution
  • Restore aquatic ecosystems
  • Accelerate the transition to a circular and carbon-neutral blue economy

You can apply for NOK 2.2 and 22 mill NOK for Community-led Action and 1.1 mill NOK for developing Transition Agendas.

To strengthen the scope and impact of funded projects, all funded projects and initiatives will be offered tailored expert guidance, technical guidance, and strategic knowledge-sharing, equipping communities with the tools and resources they need to address complex environmental challenges and drive sustainable transformation at local, regional, and national levels.

From Norway, NIVA play an important role in acting as a national contact point for BAAA funded projects in Norway, as well as ensuring synergies between BAAA and NIVA's projects in the Baltic Sea region and the northern areas: FutureLakes, NID4Ocean, Blue4All, Blue Connect, BlueMissionAAog BlueActionBANOS.

BAAA is a four-year project funded by the European Union. The project runs from 1st September 2025 to 31st August 2029, with eight partners from Portugal, Spain, France, Denmark, Ireland and Norway. Coordination is handled by the Irish Marine Institute (MI).
