The JUST4CARE project aims to transform climate adaptation practices by integrating principles of justice, equity, and resilience into urban and regional planning. Through inclusive and innovative approaches, the project addresses the specific needs of vulnerable and marginalized groups, who are disproportionately affected by climate change in European cities.
About the project
JUST4CARE aims to transform climate adaptation practices by embedding principles of justice, equity, and resilience in urban and regional planning. Its overarching objective is to develop and implement innovative, inclusive approaches that address the specific needs, interests and capacities of marginalized and disadvantaged groups in European cities, regions and local communities. These groups, disproportionately affected by climate change due to factors such as age, health, socio-economic status, and geographic location, require targeted approaches and solutions. Through on-the-ground work in Madrid, Ankara, Budapest, and Zagreb, the project seeks to support local authorities in co-developing inclusive and evidence-based adaptation actions with their relevant stakeholder ecosystems. In addition to these pilot cities, insights from the project will also be transferred to a set of replicator cities, including Oslo, Rome, Krakow, Vitoria Gasteiz, Bilbao, as well as the Utrecht region, each bringing unique perspectives based on their local contexts.
By providing the supporting processes and infrastructure for the most affected populations to play a leading role in the design and implementation of adaptation actions, JUST4CARE ensures that their needs and perspectives shape the outcomes, reducing the risk of exacerbating existing inequalities, and ensuring co-benefits that align with their priorities are maximised.
NIVA will work with the Climate Agency in Oslo Municipality, as a replicator city, to train the administration in preparation for future risks, such as heatwaves, even though Oslo has not historically faced this challenge. The experience of pilots with a long track record in managing heatwaves will be key for Oslo to learn how to prepare for these potential climate threats. NIVA will play a crucial role in adapting lessons learned and best practices from the project to address Oslo's specific challenges. Supporting Oslo Municipality's efforts to ensure just climate resilience, NIVA will leverage insights from pilot cities to provide guidance on how to integrate the needs, interests, and capacities of the city's most vulnerable groups.
The project is led by the Basque Centre for Climate Change, and NIVA is one of the partners in the project.
