Oceans Pact
The Norwegian part of the project, coordinated by UiT The Arctic University of Norway and implemented in collaboration with NIVA, explored conflicts related to offshore wind, offshore aquaculture, and oil and gas activities.

About the project
Through the establishment of a dialogue forum, the project brought together stakeholders from industry, environmental organizations, and public authorities to better understand the roots of marine resource conflicts. The research highlighted how governance mechanisms can help transform tensions into constructive solutions. Regarding offshore wind, the project showed how this growing industry creates new spatial conflicts, particularly with fisheries and environmental concerns. The government's ambition for large-scale development raises questions about how different interests can coexist in already pressured marine areas. Findings highlight that early involvement of affected stakeholders and integrated planning are crucial to preventing conflict and ensuring sustainable solutions.
