This guideline presents the methods, experiences, and practical steps developed through the Norwegian demonstration activities of the EU Blue Mission project A‑AAGORA. It is grounded in the ecological context of extensive kelp forest collapse in Northern Norway, where long‑term overgrazing by sea urchins has transformed once‑productive kelp forests into persistent urchin barrens. Building on this background, the guideline outlines an integrated approach to kelp forest restoration, emphasizing both ecological and social factors needed for long‑term resilience. The guideline provides replicable instructions, materials and implementation advice to support other regions in adapting similar activities and advancing community‑driven coastal ecosystem recovery.
